DOVER/KENT MPO AND THE COUNCIL ON TRANSPORTATION PLAN TRANSPORTATION IMPROVEMENT PROGRAM PUBLIC MEETING
Dover (DE)- The Dover/Kent County MPO (Metropolitan Planning Organization), along with the Delaware Department of Transportation, and the State’s Council on Transportation invite the public to attend a workshop and public meeting scheduled for Wednesday, September 7, 2005 at the Delaware Department of Transportation’s (DelDOT) Administration building on Route 113 in Dover.
Up for review and discussion will be the MPO’s proposed Transportation Improvement Program (TIP) for fiscal years 2007-2009, and DelDOT’s capital Transportation Program (CTP) for fiscal years 2007-2012. Bicycle and pedestrian issues, transit services, roadway/bridge are among items to be presented.
The workshop is planned from 6:00 to 7:00 p.m., followed by the public participation portion at 7:00 p.m. MPO, COT, and DelDOT representatives will be available to receive comments and discuss proposed plans and projects. The MPO comprises representatives from state, county and local governments, as well as technical and citizen representatives. COT members are appointed by the Governor, and represent Kent, Sussex, and New Castle counties.
A court reporter will be available to record comments. Interested persons who cannot attend may submit written comments for inclusion in the public record, and an interpreter for the hearing impaired can be available, if requested in advance. 5 W W Dover/Kent MPO PAC Plans Annual Workshop
Dover (DE) People want to live where their children can safely walk and bike to school, where they don't have to use a car for short trips to the grocery store or for commuting to work, school and social or cultural events. Communities are asking questions and looking for solutions to make their towns more walkable.
The National Center for Bicycling & Walking (NCBW), in partnership with the Dover/Kent County Metropolitan Planning Organization (MPO), her sister MPO to the North the Wilmington Area Planning Council (WILMAPCO)and state and local government agencies, are sponsoring a series of Walkable Communities
Workshops throughout the state.
Delaware is the first in the country to hold statewide workshops. In Sussex County participating communities are Milton and Seaford; Kent County participants are Harrington, Dover and Smyrna; New Castle hosts will be the City of New Castle, Edgemoor Gardens, and Brandywine Hundred.

Interim Dover/Kent MPO Long Range
Plan Available for Public Comment
Dover (DE)— The Dover/Kent County Metropolitan Planning
Organization’s (MPO) draft Interim Long Range Transportation
Plan is currently available for public review during a 30-day
comment period beginning Monday, June 7 through Wednesday, July 7,
2004. The long range plan defines how the region’s
transportation system will develop over 20 years. Developed
through a process that includes input from the public and private
sectors, the plan is coordinated with local and state plans and is
updated every three years.
The MPO’s previous plan was designed to guide transportation
investment and programming decision-making by state and local
government through the year 2025. The Interim Plan covers the
period through 2030. This year, due to a lapse in air quality
conformity in Kent County, federal transportation law requires
that the MPO create an Interim Long Range Transportation Plan so
that eligible transportation projects in the region can be paid
for with federal money. The conformity lapse is occurring, because
of changes in emission computer models required by the
Environmental Protection Agency.
According to Juanita S. Wieczoreck, MPO Executive Director,
"The Interim Plan is built on a groundwork of cooperation
between and among local, county and state agencies, working
through the Dover/Kent County MPO.

It is a temporary plan to see us through the conformity lapse,
which should be resolved within the next 18 months."
In addition to the Interim Plan, the MPO must also adopt an
Interim Transportation Improvement Program (TIP). If a project is
federally funded, it must appear in the MPO’s TIP.
Recommendations for TIP projects are received from a variety of
sources, including local governments and the public. The MPO
prioritizes and selects projects for the TIP. Since the TIP is the
actual list of projects for which federal transportation funds
will be spent, the TIP must directly relate to the Long Range
Plan. Despite the conformity lapse, no projects in the current TIP
will be stopped or slowed
During the lapse in air quality conformity, the Plan will guide
actions to manage and evaluate the MPO planning area’s
transportation system. When a new air quality conformity
determination is approved, a new plan will be developed based on
new goals and objectives for a transportation system that helps
reduce air pollution.
The Interim Plan represents a feasible set of transportation
improvements during the conformity lapse; however, inclusion of a
project in the plan does not automatically mean that it will
happen. All projects undergo a prioritization process by the MPO,
public review, programming decisions by the Delaware Department of
Transportation and prioritization by the State’s Council on
Transportation.
Finally, review by the legislature is required before state or
federal funding is allocated. Once a project is initiated, it has
to be scoped to determine specific actions that will be taken and
the environmental permits required, then designed, and right-of
-way acquired.
The Interim Plan is posted on the MPO’s website at www.doverkentmpo.org.
The public may request to have copies mailed to them and copies of
the document are available at libraries throughout Kent County.

Dover/Kent MPO Seeks Public Comments for its TIP
Dover (DE)—May 5, 2004 is the
deadline for public review and comments of the Dover/Kent County
MPO’s (Metropolitan Planning Organization) proposed fiscal year
2004 - 2006 Transportation Improvement Program (TIP). The TIP, as
the list of transportation projects already scheduled for
construction, or that are being planned, reflects Kent County’s
portion of the statewide Capital Transportation Program (CTP). The
CTP is the list of all transportation projects for the entire
state.
Highlights of the TIP include more than $300-million that was
added to Delaware’s transportation budget.
The additional funds were the result of debt
refinancing of the Transportation Trust Fund history and
innovative financing methods provided by the Federal Highway
Administration. What this means to Kent
County, the MPO’s planning area, is that some TIP projects will
be enhanced, and others can be constructed sooner than originally
scheduled.
There were no new projects added to the final FY 2004 - 2009
CTP in Kent County. The Delaware Department of Transportation (DelDOT)
proposed changes to the TIP, adopted by the MPO Council in March
2003, to reflect the increased funding passed by the Delaware
Legislature in the fiscal year 2004 Bond Bill. The overall program
changes between the Kent County and Statewide sections of the
Proposed FY 2004 - 2009 DelDOT CTP and the final FY 2004 - 2009
CTP are noted in the project list below.
Particularly important are two interchange projects, originally
scheduled for construction in 2010, now planned for 2006 —SR-1
Frederica Interchange which will enhance safety and improve
traffic flow along the developing SR-1 corridor; and SR-1 Little
Heaven Interchange: The improvements will enhance safety and
improve traffic flow along the SR-1 corridor. A proposed service
road will provide access for multiple developments both existing
and proposed along SR-1. As well, alternative access will be
provided to improve the local road network and help preserve the
ability of SR-1 in converting this corridor to a limited-access
highway.
It is important for the public to review the list of projects.

This following list reflects proposed amendments
for the MPO’s FY 2004 - 2006 TIP. DelDOT Planning has reviewed
the six-year project listing and has found the program does
not exceed air quality conformity limits.

. South
Governor's Avenue: The construction estimate increased by
$7,590,000 with construction scheduled in FY 2004.
. SR 1.
Frederica Interchange: The construction was advanced from FY 2010
to FY 2006 and the estimate for construction is $5,800,000.
. SR 1.
Little Heaven Interchange: The construction was advanced from FY
2010 to FY
2006
and the estimate for construction is $15,800,000.
. SR300
from School Lane to US 13. Smyrna: Additional funding ($4,500,000)
was added
in
FY 2004 for improvements in the Wal-Mart Distribution Center area.
The Traffic Impact Study (TIS) completed for the area indicated
the need for pedestrian and intersection improvements.
. Harrington
Truck. Route: The construction for the Harrington Truck Route
estimate increased by $200,000.
. Loockerman
Street and Forest Street Transportation Enhancements. Dover: The
construction estimate increased by $25,000.
. BR 2-050B
onSR 8 over Tappahanna Ditch and BR 2-113B and BR 2-113C on
Cattail Branch Road: These two bridges in Kent County were
identified as separate projects within the Bridge Management
Program.
. Camden Wyoming Avenue and Southern Boulevard: This project
was transferred to the Transportation Enhancements program.
Statewide
.
Bridge Projects: The funding page is used to fund bridge
projects as they are specifically identified from the Bridge
Management Program. Although the overall statewide program does
show a funding difference, the identified bridge projects are in
the individual county sections. The overall net difference between
the statewide program in the FY 2004 - 2009 Proposed CTP and the
Final CTP is zero.
. Bicycle and Pedestrian Program
(previously Multi-modal Improvements): The funding has increased
over the six-year period by $6,906,800 to identify and implement
additional multi-modal projects throughout the state.
. Statewide Paving Program: This
program was increased in FY 2004 by $1,000,000 to identify
additional needs for resurfacing from the harsh winter
of2002-2003.
. Statewide Safety Improvements
Program: The various segments of this program have new been
identified separately. The six-year funding amount was reduced to
fund a specific project in New Castle County.
. Statewide Traffic Calming Program:
This general program was reduced to fund a specific project in New
Castle County.
. Trans~ortation Enhancement
Program: This program has increased by $25,000,000 to successfully
implement the recent changes in the program.
. Statewide Rail Preservation
Program: This program was reduced in FY 2004 for a New Castle
County project that was funded with discretionary funds in FY
2003.

changes along with the updated project scope/descriptions and
justifications that are included in the final FY 2004 - 2009 CTP.

Milford Transportation
Improvement Project Tops $3-Million
Dover (DE)—The Dover/Kent County Metropolitan Planning
Organization (MPO) is amending its fiscal year 2004-2006
Transportation Improvement Program (TIP). An increase of $1.3
million dollars is needed for right-of-way acquisition and utility
relocation for a project in Milford.
The work involves the relocation of SR 15 between Airport Road
(Kent 407) and Holly Hill Road (Kent 447) and improvement of the
intersection of SR 15 and Airport Road. The realigned portion of
the roadway will provide two 12-foot travel lanes with 8-foot
shoulders.
Including the additional funding, the total cost of the project
that is being done to improve safety at the intersection is
estimated at $3,654,000. The TIP comprises projects for which
federal transportation funds will be requested and are recommended
for inclusion in the State’s Capital Transportation Program (CTP).

Camden Sidewalk Improvements are Subject of MPO
Meeting

Metropolitan Transportation Plan Needs Your Help
Dover (DE)—The Dover/Kent County Metropolitan Planning
Organization (MPO) wants to know what you think about
transportation issues in Kent County. The MPO is currently
updating its Metropolitan Transportation Plan, which defines how
our region’s transportation system will develop over 20 years.
Public participation in the Plan’s development is required by
law and stipulates that the MPO's process must: include input from
public and private sectors, coordinate with local and state long
range plans, and be updated every three years. In order to learn
as much as possible about how Kent Countians feel about
transportation issues a short survey has been developed.
Kent County residents are asked to log onto the MPO’s website

answer a few quick questions. The MPO coordinates with federal,
State, County and municipal decision-makers regarding

MPO Offers Free Bus Tour of Proposed Kent
County Transportation Project Sites
Dover (DE)—Join the Public Advisory Committee (PAC) of the
Dover/Kent County Metropolitan Planning Organization (MPO) on
Saturday, January 24, 2004 for a free bus tour of proposed
Transportation Improvement Program (TIP) project locations in Kent
County. Departing the Blue Hen Corporate Center (Route 113 across
from Value City)—at 9:00 AM sharp and returning at Noon, the
bathroom equipped motor coach will have seats available on a first
come, first served basis.
The TIP comprises projects for which federal transportation
funds will be requested and are recommended for inclusion in the
State’s Capital Transportation Program (CTP). Public involvement

Roberta G. "Bobbie" Geier, and Scott D. Koenig were
recently voted chair and vice-chair, respectively, of the
Technical Advisory Committee (TAC) to the Dover/Kent County MPO
)Metropolitan Planning Organization). Ms. Geier is a Dover
resident and works as Planning Supervisor with the Delaware
Department of Transportation, where she is responsible for project
implementation in the transportation research and policy section.
She holds bachelors and master’s degrees in Business
Administration from Wilmington College.
Mr. Koenig, also of Dover, is Director of Public Works with the
City of Dover, where his responsibilities include the water/sewer
utility, sanitation, streets, facilities management, construction,
engineering, and administration. He holds degrees in Civil
Engineering and Public Administration from Virginia Tech and the
University of Delaware. The TAC comprises employees of member
governments or related agencies, as designated by the MPO
agreement. Based upon their individual areas of professional
expertise, TAC members provide skilled analyses and comments
regarding proposed transportation plans and programs.

$300,000,000 State Transportation Windfall
Benefits MPO’s TIP!
Dover (DE)—A windfall of more
than $300-million added to Delaware’s transportation coffers
could benefit the Dover/Kent County MPO’s (Metropolitan Planning
Organization) proposed fiscal year2004 - 2006 Transportation
Improvement Program (TIP). The TIP, as the list of transportation
projects alreadyscheduled for construction, or that are being
planned, reflects Kent County’s portion of the statewide Capital
Transportation Program (CTP). The CTP is the list of all
transportation projects for the entire state.
The additional funds came as the result of the most successful
bond sale and debt refinancing of the Transportation Trust
Fund history along with the use of innovative financing
methods provided by the Federal Highway Administration. This
success enabled the six-year CTP to grow by more than
$300,000,000. What this means to Kent County, as the MPO’s
planning area, is that some TIP projects will be enhanced, and
others can be constructed sooner than originally scheduled.
There were no new projects added to the Final FY 2004 - 2009
CTP in Kent County. The Delaware Department of Transportation (DelDOT)
has proposed changes to the TIP, adopted by the MPO Council in
March 2003, to reflect the increased funding passed by the
Delaware Legislature in the fiscal year 2004 Bond Bill. The
overall program changes between the Kent County and Statewide
sections of the Proposed FY 2004 - 2009 DelDOT CTP and the final
FY 2004 - 2009 CTP are noted in the project list below.
Particularly important are two interchange projects, originally
scheduled for construction in 2010, now planned for 2006 —SR-1
Frederica Interchange which will enhance safety and improve
traffic flow along the developing SR-1 corridor; and SR-1 Little
Heaven Interchange: The improvements will enhance safety and
improve traffic flow along the SR-1 corridor. A proposed service
road will provide access for multiple developments both existing
and proposed along SR-1. As well, alternative access will be
provided to improve the local road network and help preserve the
ability of SR-1 in converting this corridor to a limited-access
highway.
It is important for the public to review the list of projects.
A 30-day comment period is in effect through Thursday, September
11, 2003. Comments can be offered at the MPO Public advisory
Committee’s meeting, scheduled for Tuesday, August 26, 2003,
7:00-9:00 PM at the Harry Levin Center for Pharmacy and History at
27 North Main Street in Smyrna.
The TIP is available for review and comments on the MPO’s
website, www.doverkentmpo.org
or requests for mailed copies of the list can be directed to the
MPO’s office at (302) 760-2713.
This following list reflects proposed amendments for the MPO’s
FY 2004 - 2006 TIP. DelDOT Planning has reviewed the six-year
project listing and has found the program does not exceed air
quality conformity limits.

Governor's Avenue: The construction estimate increased by
$7,590,000 with construction scheduled in FY 2004.
. SR 1.
Frederica Interchange: The construction was advanced from FY
2010 to FY 2006 and the estimate for construction is $5,800,000.

Little Heaven Interchange: The construction was advanced from
FY 2010 to FY

and the estimate for construction is $15,800,000.

($4,500,000) was added

Truck. Route: The construction for the Harrington Truck Route
estimate increased by $200,000.

Street and Forest Street Transportation Enhancements. Dover: The
construction estimate increased by $25,000.

2-050B onSR 8 over Tappahanna Ditch and BR 2-113B and BR 2-113C on
Cattail Branch Road: These two bridges in Kent County were
identified as separate projects within the Bridge Management
Program.
. Camden Wyoming Avenue and Southern Boulevard: This
project was transferred to the Transportation Enhancements
program.
Statewide
.
Bridge Projects: The funding page is used to fund
bridge projects as they are specifically identified from the
Bridge Management Program. Although the overall statewide program
does show a funding difference, the identified bridge projects are
in the individual county sections. The overall net difference
between the statewide program in the FY 2004 - 2009 Proposed CTP
and the Final CTP is zero.
. Bicycle and Pedestrian Program
(previously Multi-modal Improvements): The funding has
increased over the six-year period by $6,906,800 to identify and
implement additional multi-modal projects throughout the state.
. Statewide Paving Program: This
program was increased in FY 2004 by $1,000,000 to identify
additional needs for resurfacing from the harsh winter
of2002-2003.
. Statewide Safety Improvements
Program: The various segments of this program have new been
identified separately. The six-year funding amount was reduced to
fund a specific project in New Castle County.
. Statewide Traffic Calming
Program: This general program was reduced to fund a specific
project in New Castle County.
. Transportation Enhancement
Program: This program has increased by $25,000,000 to
successfully implement the recent changes in the program.
. Statewide Rail Preservation
Program: This program was reduced in FY 2004 for a New Castle
County project that was funded with discretionary funds in FY
2003.

Pedals for Progress—New Deals for Old Wheels!
Dover (DE)— Mark Saturday, September 13, 2003 13th
from 10:00 AM to 1:00 P.M. on your calendar, because Pedals for
Progress is coming to Delaware for a very unique event -- a
used bicycle collection —statewide. The public is being asked to
bring a bicycle and $10 to help defray the cost of shipping the
bicycles overseas.
Sponsors of the event are: the Dover/Kent County MPO, Delaware
Department of Transportation, State Farm Insurance, City of Dover,
Delaware Safe Kids Coalition, Office of Highway Safety, Rehoboth
Outlets, Bikeline, WILMAPCO, Delaware Solid Waste Authority, and
the Delaware Bicycle Council.
In partnership with businesses, service organizations,
religious institutions, government agencies and schools, Pedals
for Progress, a 501 ( c) (3) corporation and registered
charity, gathers used bikes and ships them worldwide. So
far, in 10 years, more than 62,000 bikes have been collected and
shipped. Many Americans have used bikes gathering dust in garages,
backyards, basements, etc. These rusted hulks have little re-sale
value and clutter precious landfills, while millions of people in
developing countries in Latin America, Africa, and the Pacific
Islands have no transportation other than their own foot power.
In these countries, donated bicycles are reconditioned by Pedals
for Progress’ partner agencies and distributed at low cost.,
The simultaneous collections statewide will be held on Saturday,
September 13th at the following sites:

LEGISLATORS & "FRIENDS" CELEBRATE
NATIONAL BIKE TO WORK DAY!
Dover (DE)- The Dover/Kent County MPO
(Metropolitan Planning Organization), Delaware Bicycle Council and
the Delaware Department of Transportation (DelDOT), are
celebrating May as National Bicycle Month, on Wednesday, May 14,
2003 at the 13th annual Legislators Bike-to-Work Ride. The 56-mile
(one way) ride began in May 1990, with State Representative Roger
P. Roy leading bicycling enthusiasts from the Delcastle recreation
area in New Castle, to the steps of Legislative Hall in Dover to
attend the signing of the bill creating the Delaware Bicycle
Council.
In recent years, legislators and as many as 60 other cyclists
have made the long ride from DelCastle to Dover and back for a
total of over 100 miles. Rendezvous points are set up along the
way for those who prefer a shorter ride (for example 30 miles from
Middletown or 14 miles from Clayton). Return transportation from
Dover will be provided.
For the second time, there will be a ride originating in Sussex
County. The group will start from Milton, ultimately meeting the
New Castle group on the outskirts of Dover for the procession to
Legislative Hall. The cue sheet for the Legislator’s ride is
available on the Bicycle Council’s web site www.deldot.net/bike/
Upon their arrival at Legislative Hall, cyclists will be
greeted by members of the MPO and DelDOT, with free cold bottled

Dover (DE)— David R. Burris
and Raymond C. Miller, were voted chair and vice-chair,
respectively, of the MPO Council. Mr. Burris is a Commissioner of
the Kent County Levy Court, representing the 6th
District. Mr. Miller is Executive Director of the Delaware Transit
Corporation. He has been in the transit business for 25 years, is
a graduate of Penn State University and received his Masters of
Science degree from the University of Utah.
The Council is the MPO’s
policy-making body. Membership includes the highest elected
officials (or their designees) from member governments: the
Governor; President of the Kent County Levy Court; the Mayor of
Dover; a mayor elected by Kent County municipalities; the
Secretary of the Delaware Department of Transportation; and the
Director of the Delaware Transit Corporation. The Federal Highway
Administration (FHWA) and the Federal Transit Administration serve
as non-voting members of the Council.

OZONE PLACEMATS ARE A HIT IN RESTAURANTS
STATEWIDE
Dover (DE)— Nearly 128,000 free Ozone Action placemats
are being used in 47 restaurants and cafeterias throughout
Delaware as part of a public education campaign to help publicize
what ground-level ozone is and how everyone can help reduce it.
Currently, Delaware does not meet the Environmental Protection
Agency’s standards for ground-level ozone, an invisible,
odorless gas. Stratospheric or "good" ozone in the upper
atmosphere protects us from the sun’s harmful rays.
When ozone is near the earth’s surface, however, it combines
with human-made pollutants, heat and sunlight to create
"bad" or ground-level ozone, which is damaging to people
and plants. Ozone season is May through September. This summer’s
extreme hot, hazy weather has resulted in several "code
red" or unhealthy ozone days. The Ozone Action Partnership of
Delaware, a coalition of public and private organizations created
fun, colorful placemats outlining "10 Simple Steps" for
how the public can do its share to reduce ground-level ozone. The

served previously as an alternate for PAC member, Alan A.
Greenwell, of Clayton. Among his other community involvements, Mr.
Saunders sings with the Middletown-Odessa-Townsend Community Male
Choir. The MPO is a federally-funded agency responsible for
developing transportation plans and programs for urbanized areas
with populations of at least 50,000 people. The PAC ensures that
the MPO receives input from the public regarding all of the
transportation plans, programs and policies it adopts.

GARCIA-CARRION IS APPOINTED TO MPO
PUBLIC ADVISORY COMMITTEE
Dover (DE)—Mr. Felipe Garcia-Carrion of Dover, has been
appointed to serve as a County-appointed member to the Public
Advisory Committee (PAC) of the Dover/Kent County MPO
(Metropolitan Planning Organization). Mr. Garcia-Carrion currently
works as Sussex County Fair Housing Community Liaison with the
Delaware Housing Coalition. Among his many community involvements,
he was a founding member of the Sussex Housing Group, and founding
President of Hispanos Unidos of Delaware.
Mr. Garcia-Carrion spent nearly 20 years in senior level
positions in Washington, D.C. with the U.S. Departments of Housing
and Urban Development (HUD) and Health, Education and Welfare.
While with HUD he was the catalyst behind the creation of and
funding for the National Hispanic Housing Coalition.
The native of Puerto Rico speaks five languages and holds a
bachelor’s degree in Political Science and Latin American Area
Studies and Languages from the City College of New York, and a
master’s degree in Public Administration from the American
University in Washington, D.C. Currently, he also teaches at
Delaware State University and for the Indian River School
District.

CELEBRATE BICYCLE MONTH !
Dover (DE)— The Dover/Kent County
MPO (Metropolitan Planning Organization), Delaware Bicycle Council
and the Delaware Department of Transportation (DelDOT), are
celebrating May as National Bicycle Month, on Wednesday, May 15,
2002 at the 12th annual Legislators Bike-to-Work Ride. The 56-mile
(one way) ride began in May 1990, with State Representative Roger
P. Roy leading bicycling enthusiasts from the Delcastle recreation
area in New Castle, to the steps of Legislative Hall in Dover to
attend the signing of the bill creating the Delaware Bicycle
Council.
In recent years, legislators and as many as 60 other cyclists
have made the long ride from DelCastle to Dover and back for a
